The SME Paradox – The Italian AI paradox: record investments, slow adoption in SMEs

The Italian artificial intelligence ecosystem lives through an evident paradox. On one hand, investments are growing at record rates and the overall market is now worth €1.8 billion. On the other hand, the concrete adoption of technology in companies remains slow and strongly uneven, with a gap that seems to be widening year after year instead of narrowing.

The numbers confirm this without ambiguity: in 2025, the use of artificial intelligence among Italian companies doubled, moving from 8.2% in 2024 to 16.4%, having started at 5% in 2023. This is significant growth in relative terms, but it hides a worrying reality: more than eight out of ten companies do not yet use any artificial intelligence technology in their daily activities.

The dimensional gap is the true key to interpretation. Among large companies, the adoption rate reaches 53.1%, while among small and medium enterprises—the backbone of the Italian productive system—it stands at just 15.7%. The main barriers remain the same: lack of internal skills, costs perceived as too high, and a regulatory framework considered complex to navigate without specialized support.
